• <br /> Section 7 -5 -1105: RIGHT OF ENTRY. Whenever necessary to <br /> make an inspection to enforce any of the provisions of this <br /> Chapter, or whenever the Building Official or his /her authorized <br /> representative has reasonable cause to believe that there exists <br /> in any building or upon any premises, any condition which makes <br /> such building or premises unsafe, the Building Official or <br /> his /her authorized representative may enter such building or <br /> premises at all reasonable times to inspect the same or to <br /> perform any duty imposed upon the Building Official by this <br /> Chapter; provided, that if such building or premises be occupied, <br /> he /she shall first present proper credentials and demand <br /> entrance; and if such building or premises be unoccupied, he /she <br /> shall first make a reasonable effort to locate the owner or other <br /> person having charge or control of the building or premises and <br /> demand entry. If such entry is refused, the Building Official or <br /> his /her authorized representative shall have recourse through <br /> every remedy provided by law to secure entry. <br /> Section 7 -5 -1110: STOP ORDERS. Whenever any building work <br /> is being done contrary to provisions of this Chapter, the <br /> Building Official may order the work stopped by notice in writing <br /> served on any persons engaged in doing or causing such work to be <br /> done, and any such person shall forthwith stop work until <br /> authorized by the Building Official to proceed with the work. <br /> Section 7 -5 -1115: PUBLIC NUISANCE DEFINED. All buildings <br /> or structures which are unsafe as defined in Section 7- 5- 240(e), <br /> or which are substandard as defined in the Housing Code, or which <br /> are otherwise dangerous to human life, or which in relation to <br /> existing uses constitute a hazard to safety or health, or public <br /> welfare, by reason of inadequate maintenance, neglect, decay, <br /> dilapidation, obsolescence or abandonment are hereby declared to <br /> be a public nuisance and shall be abated by repair, <br /> rehabilitation, demolition or removal in accordance with the <br /> procedure set forth in Article 2 of this Chapter and as <br /> hereinafter set forth. <br /> Section 7 -5 -1120: NOTICE AND ORDER - CONTENTS. Whenever <br /> the Building Official determines by inspection that any building <br /> or portion thereof constitutes a public nuisance as defined in <br /> Section 7 -5 -1115, he /she shall initiate proceedings to cause the <br /> repair, vacation, or demolition thereof. The Building Official <br /> shall issue a notice and order directed to the record owner of <br /> the building which notice and order shall contain: <br /> 2 <br />
