The selection of Project Area boundaries were guided by: <br /> • Physical and economic conditions in the Project Area, <br /> • Requirements of Community Redevelopment Law Section 33320.1 which requires <br /> that project areas be blighted and predominantly urbanized, <br /> • Policies of the General Plan of the City of San Leandro, and <br /> • Direction from the City Council, Planning Commission, property owners and <br /> citizen advisory groups. <br /> On September 10, 1998, the Planning Commission approved a resolution adopting <br /> the Preliminary Plan for the Redevelopment Plan in accordance with Section 33324 <br /> of the Health and Safety Code. <br /> On March 1, 1999, a Preliminary Report to Affected Taxing Entities was presented to <br /> the Redevelopment Agency. The Report summarized staff's findings regarding <br /> conditions in the project area (including blight and financial analyses) and contained <br /> proposed project information as required by law. The Redevelopment Agency <br /> approved the Report for distribution to all affected taxing entities. <br /> B. [Section 102] General <br /> This is the Redevelopment Plan for the West San Leandro /MacArthur Boulevard <br /> Redevelopment Project (the "Project Area ") in the City of San Leandro (the "City "), <br /> County of Alameda, State of California. The San Leandro Redevelopment Agency <br /> (the "Agency ") prepared this Plan pursuant to the Community Redevelopment Law of <br /> the State of California (The "CRL ") (Health and Safety Code, Section 33000 et seq.) <br /> and all applicable local codes and ordinances. Statutory changes enacted after <br /> adoption of this Plan, which are applicable to the Agency, the Project Area, or the <br /> Plan, shall supersede the requirements of the Plan, whether or not the Plan is formally <br /> amended to reflect such changes. <br /> The Plan sets forth the Agency's powers, duties, and obligations to implement the <br /> redevelopment program for the Project Area. The Plan does not constitute a specific <br /> plan for the Project Area or set priorities for specific projects.
