and public services, the need to assemble parcels for public or private projects, and <br /> similar changes associated with redevelopment projects. The Agency will also <br /> consider factors relating to the owner's ability to successfully carry out the proposed <br /> redevelopment. These factors include the ability to finance the proposed Project <br /> Area, experience with similar projects, and the overall feasibility of the proposal. <br /> 3. [Section 204.3] Participation Agreements <br /> The Agency may require, as a condition to participating in redevelopment of the <br /> Project Area, that the owner enter into a binding agreement with the Agency. The <br /> Participation Agreement will obligate the owner to acquire, dispose of, rehabilitate, <br /> redevelop, and use the property consistent with the Plan and will impose other <br /> conditions as agreed by the owner and the Agency. <br /> The provisions of the Plan are applicable to all public and private property in the <br /> Project Area, whether or not an owner enters into a Participation Agreement with the <br /> Agency. <br /> 4. [Section 204.4] Business Reentry Preference <br /> Businesses displaced from property within the Project Area by redevelopment <br /> activities shall be granted a reasonable preference to reestablish on redeveloped sites <br /> in the Project Area. Businesses seeking to reenter the Project Area must meet the <br /> requirements of the Plan and comply with the Rules adopted by the Agency. <br /> Whenever a business will be displaced from property within the Project Area by <br /> redevelopment activities, the Agency will determine whether the business wishes to <br /> relocate directly to an already redeveloped property within the Project Area or would <br /> rather reenter the Project Area at a later time after other property has been <br /> redeveloped. <br /> If the business wishes to relocate directly to an already redeveloped property within <br /> the Project Area, the Agency will use its relocation assistance program to provide the <br /> necessary aid. However, the business must meet the criteria established in the <br /> Agency's Rules in order to be referred to a particular redeveloped property.
