any applicable agreement. <br /> The City shall not issue any building permit in the Project Area for the construction <br /> of any new structure or any addition, construction, moving, conversion or alteration <br /> to an existing structure, or preparation of any site, or the installation of any physical <br /> improvement, including grading and landscaping, until the applicant has complied <br /> with all pertinent procedures established by the Agency. <br /> IC. [Section 3111 Planning Commission Review <br /> If the Redevelopment Advisory Committee or its successor body (if any) so directs, <br /> the following projects shall be submitted to the Planning Commission for review and <br /> recommendation prior to submittal to the Redevelopment Agency. The Commission <br /> shall report its findings and recommendations to the Agency prior to the Agency's <br /> consideration of the project. <br /> a) Any design guidelines proposals submitted to the Agency for adoption <br /> b) Any project that would necessitate a change in land use designation or zoning <br /> c) Streetscape master plans <br /> d) Any land use plans for identifiable multi - parcel areas within the project area, <br /> including specific plans or master plans <br /> e) Any plans for new development on sites larger than two acres in the West San <br /> Leandro Sub -area or larger than one -half acre in the MacArthur Boulevard Sub -area <br /> f) Any project for which an Environmental Impact Report is required to be prepared <br /> pursuant to the California Environmental Quality Act <br /> This Section shall not apply to any projects reviewed by the Board of Zoning <br /> Adjustments pursuant to the San Leandro Zoning Code. <br /> IV. [SECTION 400] METHODS OF FINANCING THE <br /> PROJECT <br /> A.
