EXISTING CONDITIONS <br /> J.1 Background <br /> San Leandro, like many cities around the state and country, is undertaking a new bikeway plan <br /> for the General Plan Circulation Element to address the long -term needs of non - motorized <br /> commute and recreational travel. Fehr & Peers Associates was retained by the City to develop <br /> a comprehensive bikeway plan that would update the existing, outdated bike map. This plan <br /> will serve to meet future needs, offer viable implementation strategies, and provide the City a <br /> competitive edge in funding application. <br /> • <br /> Three technical reports were produced in the course of the study. Natural obstacles do exist such as the <br /> westerly winds and the heat waves in the summer. Bicycle riding is also inhibited by narrow <br /> streets, busy arterials, overcrossings, bridges, railroads, and the lack of a continuous bikeway <br /> system. <br /> 1 <br />
