r_ <br /> (c) The proximity and concentration of Adult <br /> Entertainment Establishments adjacent to residential, recreational, religious, <br /> educational and other Adult Entertainment Establishment uses can cause other <br /> businesses and residences to move elsewhere. <br /> (d) There is substantial evidence that an increase in <br /> crime tends to accompany, concentrate around, and be aggravated by Adult <br /> Entertainment Establishments, including, but not limited to an increase in crime <br /> involving narcotics distribution and use, prostitution, pandering, and violence against <br /> persons and property. The studies from other cities establish convincing evidence <br /> that Adult Entertainment Establishments which are not regulated as to permissible <br /> location often have a deleterious effect on nearby businesses in residential areas, <br /> causing, among other adverse secondary effects, an increase in crime and a decrease in <br /> property values. <br /> B. For the reasons set forth above, the City Council further finds <br /> that the approval of use permits, variances, building permits or other applicable <br /> entitlements for these uses would result in the threat set forth above to the public <br /> peace, health, safety and welfare of its citizens. <br /> Section 2, The City Council further finds that: <br /> A. A temporary moratorium on the processing and approval of use <br /> permits, variances, building permits or other applicable entitlements for the uses <br /> identified herein is necessary to protect the public health, safety, and welfare. <br /> B. A temporary moratorium will not adversely affect the orderly <br /> development of property or the preservation of property values because other uses <br /> authorized by the existing zoning ordinance and zoning maps remain available to <br /> property owners. <br /> Section 3 The San Leandro Zoning Ordinance is hereby amended by adding <br /> the following provisions tided the "Interim Ordinance Prohibiting Specified Uses." <br /> Section 4 The San Leandro Zoning Ordinance is hereby amended by adding <br /> the following definitions which shall only apply to the "Interim Ordinance <br /> Prohibiting Specified Uses" adopted herein: <br /> 3 <br /> • <br /> • <br /> 1 <br />
