Amendment to the Land Utilization Plan of the Plaza 2 Redevelopment <br /> Plan to Allow Retail Sales Uses at the Property on the Northeast Corner <br /> of Davis Street and San Leandro Boulevard (the former "Corp Yard <br /> Site ") <br /> 2. Sale of the Property by the Redevelopment Agency for Development of a <br /> Neighborhood Shopping Center. <br /> BACKGROUND <br /> On August 18, 1997, the City Council and Redevelopment Agency will consider an amendment <br /> to the Plaza 2 Redevelopment Plan to change the land use designation of the property at the <br /> northeast corner of San Leandro Boulevard and Davis Street (also known as the former "Corp <br /> Yard site ") from "Residential or Office" to "Retail Sales, Office Facilities, or Residential." They <br /> will also consider sale of the property to Developer David Inner of Creekside Center Associates <br /> for development of a neighborhood shopping center. <br /> The Redevelopment Agency owns the 7.75 acre property at San Leandro Boulevard and Davis <br /> Street, 960 San Leandro Boulevard. Despite several Agency attempts to solicit development <br /> proposals, it has been vacant for many years. Over the past two years, developer David Irmer <br /> has worked on development proposals and tenants for the site. During the first year, efforts <br /> focused on an entertainment complex with a movie theater anchor tenant. That concept proved <br /> to be in conflict with movie theater plans at Bayfair and required more parking than the Corp <br /> Yard site could accommodate. <br /> The Agency subsequently approved a concept for a neighborhood shopping center use that <br /> incorporates high quality design, quality tenants that do not currently exist in the community, and <br /> public open space related to the creek. In February 1997, the City Council entered into a letter <br /> of intent with the developer for the development of "Creekside Center". The developer moved <br /> forward to obtain letters of intent from key tenants, and develop a project design in coordination <br /> with a citizen's committee. On June 30, 1997, the Council made amendments to the letter of <br /> intent, and approved the design development concept that was presented. <br /> 15 <br />
