2. Implementation Plan
An Implementation Plan is not required as part of the plan amendment process. The
Implementation Plan for the Plaza 1 and 2 Redevelopment Project Areas was adopted on
November 14, 1994. The Implementation Plan identified the site at 960 San Leandro
Boulevard (also known as the "Corporation Yard ") as a key strategic site for carrying out
a Redevelopment Project, and identified it as a key site for a Development Agreement.
The proposed Plaza 2 Plan Amendment is consistent with the economic development
programs listed in the Implementation Plan. Moreover, the Plan Amendment is a
necessary step in the process of redeveloping the vacant land at 960 San Leandro
Boulevard.
3. Method of Financing
There will be no change in the financing aspects of the Redevelopment Plan.
4 Relocation Plan
The proposed Plan Amendment does not require the removal of any existing dwelling
units, and this section is therefore not applicable.
5. Preliminary Plan Analysis
A Preliminary Plan is not required for a redevelopment plan amendment and this section
is therefore not applicable.
6 Planning Commission Report
The Planning Commission found the proposed Plaza 2 Redevelopment Plan Amendment
to be consistent with the San Leandro General Plan at the July 24, 1997 Planning
Commission meeting. The Planning Commission staff report is attached for reference as
Exhibit A.
7 Community Consultations
This section on Communications is technically not applicable to and not required for a
redevelopment plan amendment. However it is worth noting that there has been
extensive community participation in the development of the proposed Plan Amendment
and proposed shopping center project over the past two years. There were several at-
large community meetings, five meetings of a Citizens Site Plan and Architectural
Committee, and two meetings at the site with adjoining property owners. In addition, as
required per State Law, notices of the proposed plan amendment were sent to all property
owners in the Plaza 2 Redevelopment Area. Moreover, courtesy notices about the plan
amendment and the proposed project were sent to all property owners in the immediate
vicinity of the project site.
3 14 '
