96012513 <br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> ORDINANCE NO. 96 - 04 (1120) <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> APPROVING AN AMENDMENT TO THE SECOND AMENDMENT TO THE <br /> REDEVELOPMENT PLAN FOR THE COUNTY OF ALAMEDA - CITY OF SAN <br /> LEANDRO ('JOINT') REDEVELOPMENT PROJECT EXTENDING THE POWER OF <br /> EMINENT DOMAIN WITHIN THE CITY PORTION OF THE REDEVELOPMENT <br /> PROJECT AREA <br /> Recitals <br /> WHEREAS, in July 1993, the City Council of the City of San Leandro (City Council) <br /> adopted the Redevelopment Plan for the County of Alameda - City of San Leandro <br /> Redevelopment Project Area; and <br /> WHEREAS, the Redevelopment Plan includes the power of eminent domain only for <br /> a very limited number of land parcels; and <br /> WHEREAS, on December 4, 1995, the Redevelopment Agency and the City Council <br /> held a properly noticed joint public hearing to solicit citizen input regarding the proposed <br /> amendment to expand the power of eminent domain to encompass more property; and <br /> WHEREAS, the Redevelopment Agency has prepared, and the City Council approved <br /> the Report of the Redevelopment Agency to the City Council regarding the proposed <br /> amendment to expand the power of eminent domain as required by California Health and <br /> Safety Code §33352, and <br /> WHEREAS, on December 4, 1995, the City Council adopted Ordinance No. 95 -039 <br /> which extended emninent domain to properties along Marina Boulevard between 1 -880 to San <br /> Leandro Boulevard as listed in Exhibit A and Exhibit B, as set forth in the Second Amendment <br /> to the Redevelopment Plan; and <br />
