Wetlands: <br /> All facilities: Facilities are prohibited from locating in wetlands such as salt- <br /> water, fresh water and brackish marshes, swamps and bogs, as defined in local <br /> regional and state plans and policies (generally, areas inundated by surface water <br /> or groundwater with a frequency to support, under normal circumstances, a <br /> prevalence of vegetative or aquatic life which requires saturated soil conditions <br /> for growth and reproduction). <br /> b. Animal and plant habitats: <br /> All facilities: Facilities are prohibited from locating within critical habitats of <br /> endangered species, defined as areas known to be inhabited permanently or <br /> seasonally or known to be critical at any stage in the life cycle of any species <br /> of wildlife or vegetation identified or being considered for identification as <br /> "endangered" or "threatened" by the U.S. Department of Interior or the State of <br /> California. <br /> c.
