Staff does not have detailed fiscal impacts since the policy impacts many City <br /> operations and is a guideline that will be implemented where feasible. Under the direction of the <br /> Regional Water Quality Control Board (RWQCB), the new MRP requires municipalities to <br /> implement new programs to decrease the discharge of pollutants into waterways and to generate <br /> numerous new reports to demonstrate performance and compliance.
