The Mayor also questioned whether the District has planned for funding to <br /> operate and maintain the facilities once they are built. Superintendent <br /> Cathey stated that the sports facilities are currently being staffed and <br /> maintained. Trustee Cutter stated that because the City and District share <br /> the Pacific Sports complex and Burrell, a joint -use agreement makes more <br /> sense, adding that the District will be prepared to cover operational costs <br /> when the time comes. Trustee Cutter stated that the bond is a chance for <br /> voters to decide, do we finally improve Burrell or not. Superintendent <br /> Cathey stated that the District and City have met and will continue to meet. <br /> At the conclusion of the discussion, Councilmember Gregory acknowledged <br /> how well the District has leveraged Measure B funds to gain additional <br /> funding and complimented them on the way they've handled previous bonds, <br /> noting that "money can be saved," as was case of the Bancroft Middle School <br /> field where the city and school district came together and installed artificial <br /> turf saving on mowing and other maintenance. <br /> 3. Discussion on Crossing Guards <br /> Trustee Hague recapped that fast year, the District and City reached an <br /> agreement to share the cost (50/50) of the crossing guard program, adding <br /> that in an effort to ensure that the process for the 2010 -2011 school year <br /> proceeds as seamlessly as possible, it was important to bring this discussion <br /> to this meeting. <br /> City Manager Hollister commented that last year the City subcontracted <br /> crossing guards through a Los Angeles based - company, All City Management <br /> Services, Inc., describing the program as "successful." However, he stated <br /> that plans for the upcoming school year had not been part of the City's <br /> budgeting process, adding that there is no legal requirement that the City <br /> fund this program. <br /> Both sides agreed on the importance of safety of the students of San <br /> Leandro; however, funding remained a concern. The Mayor stated that he is <br /> personally committed to the 50/50 match if he can get the Council to agree, <br /> adding that he has been in conversations with the City Manager and has <br /> asked his staff to look at the safety of crossing East 14th Street as it relates <br /> to Washington Elementary School students. Trustee Sullivan shared there <br /> has also been concerns raised with regards to the safety of Jefferson <br /> Elementary school students crossing Bancroft Avenue. She would like to see <br /> the City include that area in their study. <br /> Both entities agreed to seek approval to split the costs of crossing guards for <br /> 2010 -2011. Trustee Hague stated that this item would be brought to the <br /> school board for approval at their next meeting. The City stated their next <br /> Council meeting is on September 7. Upon approval by the District Board, <br /> Trustee Hague indicated a plan would need to be developed for guards to be <br /> in place by the start of the school. <br /> 3 <br />
