4. The plans shall also include erosion control measures to prevent soil, dirt and debris from entering <br /> the storm drain system, in accordance with the practices outlined in the ABAG Erosion and <br /> Sediment Control Handbook, California Storm Water Best management practice Handbooks, and <br /> the Regional Water Quality Control Board's Erosion and Sediment Control Field Manual. <br /> 5. Until such time as all construction for the development has been completed to the satisfaction of the <br /> City Engineer, the Subdivider shall provide current Erosion & Sediment Control Plans, and amended <br /> SWPPPs for all portions of the site where construction is ongoing. Said Plans shall be submitted to <br /> the City Engineer for review and approval on or before September 1 of each calendar year, and shall <br /> be fully implemented on or before October 15 of each calendar year. <br /> E. WATER SYSTEM <br /> 1. Prior to approval of the Final Map for the project, the Subdivider shall submit signed agreements <br /> with EBMUD, for the construction of the proposed water main connections. <br /> F. SANITARY SEWER SYSTEM <br /> 1. Sanitary sewer service to the project is proposed by connections to City facilities. Prior to the <br /> approval of the Final Map, the Subdivider shall evaluate the capacity of the existing sanitary sewer <br /> system and shall identify any capacity deficiencies and required improvements to meet the needs of <br /> the project. All required improvements are subject to the review and approval of the City Engineer <br /> and shall be constructed as part of the Subdivision improvements. <br /> 2. City facilities proposed to be utilized by the project eventually flow to the existing sewers in Davis <br /> Street. The City's Sanitary Sewer System Capability Study and Master Plan (1995) has identified <br /> capacity deficiencies in the existing sewers in Davis Street. Prior to approval of the Final Map, <br /> Subdivider shall pay his fair share of the costs to upgrade the existing sewers in Davis Street and <br /> further downstream, as determined by the City Engineer. <br /> G. UNDERGROUNDING OF OVERHEAD UTILITIES <br /> 1. The Subdivider shall place all utility services for the project underground. <br /> 2. Prior to approval of the Final Map, Subdivider shall satisfy the existing obligation on the property by <br /> reimbursing the City costs of undergrounding of overhead utilities along Estudillo Avenue, previously <br /> completed by the City, in accordance with the City's Underground Utility District Master Plan. <br /> H. FEES AND DEPOSITS <br /> 1. Design review fees, development impact fees, permit fees, inspection fees, and any other fees charged <br /> by the City or other reviewing agencies for the review, approval, permitting and inspection of the <br /> above listed public improvements shall be paid by the Subdivider. <br /> 2. Prior to approval of each Final Map, Subdivider shall enter into a Subdivision Improvement <br /> Agreement for that Final Map and shall post security and insurance in the amounts and forms <br /> acceptable to the City Engineer. <br /> Page 4 of 5 <br />
