Scope of Senices <br /> get, the length of the survey can vary from a short tracking poll of only a few minutes to a <br /> detailed baseline study of 25 minutes or more. <br /> GRA understands that the City of San Leandro is interested in gathering data from local resi- <br /> dents regarding their existing levels of satisfaction with the City's provision of services and <br /> their willingness to support a variety of prograns. To capture a detailed picture of residents' <br /> opinions on the issues, GRA estimates that it will take approximately 15 to 20 minutes to <br /> administer each interview. As necessary, special care w!I be taken to ensure that the ques- <br /> tions of the survey are comparable to any prior surveys that may have been conducted on <br /> this matter for the City of San Leandro. <br /> After a draft of the survey has been finalized, the document will be pre- tested at the data col- <br /> lection facility on contract for the project. GRA pre -tests all of our telephone interviewing <br /> projects to ensure the document can be read to respondents in the time budgeted; the words, <br /> phrases, and subject matter are easily understood by the respondents; and the answer catego- <br /> ries match what the respondents want to say. <br /> Data Collection Currently, telephone interviewing is considered to be the state -of -the -art in public opinion <br /> data collection. GRA will either use Inlerviewirrg Service ofAmerica, Flagship Research, or <br /> McGuire Research Services to collect survey data for the study. All of the three phone banks <br /> have an outstanding reputation for speed and accuracy and are able to conduct some sur- <br /> veys in Spanish for a small surcharge, if desired. <br /> Della A'ocessMg Once the interviewing is completed, GRA stuff will produce detailed cross - tabulations. The <br /> cross - tabulations generally include age, gender, parenVnon- parent, ethnic group, income, <br /> home ownership, primary language spoken at home, and geographic breakdowns, as well as <br /> other banner points based on attitudinal data. <br /> Final Report Analysis of the data and presentation of the findings is the last component of any research <br /> project. Because a concise summary of the data and actionable recommendations are criti- <br /> cal to a client's objectives, GRA takes great care analyzing the data and preparing a written <br /> report. GRA's written report includes information about the methodology used to complete <br /> the project, an executive summary of important analyses, a question -by- question summary <br /> of the data, and a complete set of crosstabulations. The report is written in clear and simple <br /> language and is designed to be read by those with little or no experience with statistics. <br /> One of the most important and practical features of GRA's report is the inclusion of a Satis- <br /> faction- Importance matrix. Since our municipal clients have limited resources, it is gener- <br /> ally not possible to satisfy all residents regarding all services.
