IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2000- 58 (2096) <br /> RESOLUTION APPROVING FISCAL YEAR 2000 -2004 FIVE -YEAR STRATEGIC <br /> PLAN AND FISCAL YEAR 2000 -2001 ACTION PLAN FOR COMMUNITY <br /> DEVELOPMENT BLOCK GRANT FUNDS, AND AUTHORIZING EXECUTION <br /> AND SUBMISSION THEREOF BY THE CITY MANAGER <br /> Recitals <br /> Through provisions of the Housing and Community Development Act and <br /> amendments, the Federal Government has made block grant funding available to local <br /> communities for national objectives set forth in the Act. <br /> The grant application process, known as the Consolidated Plan, includes the Five - <br /> Year Strategic Plan for Fiscal Year 2000 -2004 and the annual update called the Fiscal <br /> Year 2000 -2001 Action Plan. <br /> The City of San Leandro has published notice and has held a public hearing as <br /> required by the Federal Department of Housing and Urban Development to inform <br /> citizens of the needs, priorities and activities for which funds will be used. . <br /> The Consolidated Plan has been prepared in accordance with the Department of <br /> Housing and Urban Development requirements and reflects citizen input; a copy of the <br /> Consolidated Plan is attached hereto and incorporated herein by reference. The Council <br /> is familiar with the contents and has determined that the activities will give maximum <br /> feasibility priority to benefiting low- and moderate - income households or will give aid in <br /> the prevention or elimination of slums or blight. <br /> The activities to be funded and carried out or constructed under the Consolidated <br /> Plan are exempt under one or more of the following CEQA sections: 15301, 1(A), 1(C), <br /> 1(D). <br /> 1 <br />
