Strategic Plan — FY 2000 -FY 2004 <br /> City of San Leandro <br /> Page I 1 of 35 <br /> Multifamily Management Assistance Program (MMAP) <br /> • Continue the Multifamily Management Assistance Program for owners and managers of rental <br /> properties. The MMAP education program is provided in conjunction with the Rental Housing <br /> Owners Association of Southern Alameda County. The purpose of the program is to provide <br /> technical training and assistance to rental property owners and managers on all aspects of rental <br /> property management. One session of the program is dedicated to fair housing laws and Section 8 <br /> Certificates and Vouchers. Approximately 125 owners and managers are expected to attend the <br /> training. <br /> Apartment Rehabilitation Program <br /> • Continue the Apartment Rehabilitation Program to create affordable units. Using Redevelopment <br /> Housing Set -Aside funds, the Agency will provide low- interest loans to property owners in return for <br /> the owner maintaining 30% of the units at a reduced rent rate for a specified period. In addition, the <br /> Agency will provide incentive grants for exterior and seismic upgrades. It is estimated that <br /> approximately 60 units will be created over the next five years, of which 30 -50% will be affordable <br /> to very low- and low- income persons. <br /> ABHOW Senior Facility <br /> • Completion of an affordable senior housing facility which will create 26 low- and /or very low- <br /> income units. This project will be funded using Redevelopment Set -Aside funds a Section 108 loan, <br /> a Section 202 loan and private funds. It is anticipated that this project will be completed within the <br /> next two years. <br /> New Construction of Affordable 1-lousing on Opportunity Sites <br /> • Continue to work with private and non -profit developers to create affordable rental housing on <br /> opportunity sites using Redevelopment Agency Housing Set -Aside , CDBG, HOME and other <br /> funding sources. <br /> Redevelopment Inclusionary Requirement <br /> • Requires that developers of housing in Redevelopment Project areas make at least 15% of the units <br /> affordable to low- and moderate- income households. Alternatively the developer may contribute to <br /> development of low- and moderate - income housing on other sites. Over the next five years, the City <br /> anticipates creating 46 below market rate ownership units (Ryland and Cherrywood projects) and 26 <br /> below market rate rental units (ABHOW project). <br />
