Strategic Plan — FY 2000 -FY 2004 <br /> City of San Leandro <br /> Page 24 of 35 <br /> Davis Street Family Resource Center <br /> • Continue to provide operational funds to the Davis Street Community Center which provides a <br /> variety of support services including childcare, emergency food, clothing, medical care and other <br /> services to families and individuals in need. In 1999, the City provided CDBG funds for property <br /> acquisition for the construction of a new one stop center that will be called the Davis Street Family <br /> Resource Center. The City will continue to contribute CDBG funds towards the development and <br /> construction phase of the project, as well as operational costs. <br /> Transitional Housing Program /Allied Housing, Inc. <br /> • Provide funding for the construction and operation of a new 28 -unit transitional and supportive housing <br /> project to serve the affordable housing, health and social service needs of homeless and disabled families <br /> and individuals in the Mid- and Southern Alameda County. Support services to be provided include life <br /> skills training, counseling and vocational training. It is anticipated that this project will be completed <br /> within the next two years. CDBG, HOME and Redevelopment Set -Aside funds could be used for this <br /> project. The City will support similar projects by other'agencies based on need and fund availability. <br /> Other Homeless Service Agencies and Programs <br /> • Continue to use CDBG funds to support a variety of homeless service providers and resources in the <br /> Southern Alameda County area. Examples of programs which the City may assist in operational <br /> costs, capital improvement projects, membership fees and letters of support are as follows: SAVE <br /> Transitional Housing of Hayward, Emergency Shelter Program (ESP) of Hayward, Human Outreach <br /> Shelter of Hayward, Emergency Services Network (ESN) and Family Emergency Shelter Coalition <br /> (FESCO). Approximately 50 extremely low- income households will be assisted during the five -year <br /> period. <br /> • <br /> • <br /> Geographic Distribution <br /> All programs listed are available to residents of the City of San Leandro. <br /> Priority: Build on interjurisdictional cooperation and further <br /> coordination and improvement of the homeless Continuum of <br /> Care system. <br /> Priority Analysis and Obstacles to Meeting Underserved Needs <br /> Alameda County excels in interjurisdictional cooperation and coordination of services to the homeless. <br /> There has been coordination around homelessness since 1987, both in terms of planning and the <br /> provision of targeted housing and services. The Emergency Services Network, the Homeless Base <br /> Closure Collaborative and the Continuum of Care process has led to a strong system of services and <br />
