McKinney Homeless Assistance Act: <br /> Alameda County Housing /Jobs Linkages Program (Supportive Housing Program) <br /> In FY 95, Alameda County HCD received a three -year Supportive Housing Program grant from <br /> HUD for $2.5 million for the Alameda County Housing /Jobs Linkages Program. This grant <br /> application was a joint effort of HCD, the Alameda County Associated Community Action <br /> Program (ACAP) and community partner agencies. The program provides transitional housing <br /> rental assistance, employment services, case management and support services for homeless <br /> families coming through any of seven shelters in the HOME Consortium. The participating <br /> shelters are the San Leandro Shelter for Women and Children, the Family Emergency Shelter <br /> Coalition (FESCO) and the Emergency Shelter Program (ESP) in Hayward, the Tri -City Homeless <br /> Coalition and Shelter Against Violent Environments (SAVE) in Fremont, and the Tri - Valley <br /> Haven and Valley Community Health Center in Livermore. Under contract to HCD, Allied <br /> Housing (Hayward) administers the rental assistance component and BOSS (Building <br /> Opportunities for Self- Sufficiency), also in Hayward, provides employment services. One <br /> hundred forty families have been assisted by the program in the first three years of operation. It <br /> is anticipated that more than 200 families will receive support over the life of the program. <br /> Alameda County HCD received renewal of the Supportive Housing Program grant for the <br /> Housing /Jobs Linkages Program in the amount of $1,353,267 for two years in FY 98. <br /> As a part of this grant, HCD contracted with FESCO and the Tri- Cities Homeless Coalition for <br /> the acquisition and rehabilitation of up to 12 units of transitional housing at scattered South <br /> County sites. One four -unit site has been acquired by FESCO, and rehabilitation is complete. Tri - <br /> Cities Homeless Coalition has acquired a triplex in Union City and an eight -unit complex in <br /> Fremont and rehabilitation is complete. <br /> Stewart B. McKinney Homeless Assistance Act: <br /> NOFA Competition <br /> In 1998, the Countywide Continuum of Care Partnership was awarded nearly $13 million to new <br /> and renewal programs serving homeless people in Alameda County. The Alameda County <br /> Homeless Base Conversion Collaborative received $2.7 million to rehabilitate and operate 60 units <br /> of housing units, including transitional housing for families and permanent housing for disabled <br /> households. <br /> The City of Fremont received $674,475 for its first federal homeless grant: the HOPE Project, <br /> a mobile outreach program that will provide health, mental health and employment services to <br /> homeless persons living on the streets or outside. Other new projects which received funding <br /> include the Housing Alliance ($1,228.318), which will provide 15 units of housing for disabled <br /> homeless families in Hayward and the Alameda County Homeless Youth Collaborative <br />
