Action Plan - FY2000 <br /> City of San Leandro <br /> Page 36 <br /> The NAS Plan includes housing for 239 families and single individuals, a child care facility for <br /> up to 60 children, economic development and job training opportunities, a community e center, <br /> and a first source hiring program for all new businesses locating at the former Naval Air Station. <br /> The Alameda Point Collaborative, Inc. has completed 12 units of transitional housing at Alameda <br /> Point, begun construction on another 75 units and expects to finish rehabilitation and begin <br /> operation of a total of 200 units by the end of 2000. Likewise, pre - development activity has <br /> begun for the community center, the child care facility and an 85,000 sq. ft. warehouse. The <br /> Alameda Point Collaborative has also reached agreement with the City of Alameda to create 39 <br /> new units of transitional housing for families, to be developed with the City of Alameda Housing <br /> Authority, at a portion of the former Alameda Fleet Industrial Supply Center. <br /> As part of its agreement related to the Oak Knoll Medical Facility in Oakland, the Homeless <br /> Collaborative has received a grant of $2 million for homeless activities in Alameda County. The <br /> funds received are held in trust by HCD, but are expended under the guidance of the <br /> Collaborative. The funds have been used in assisting with pre - development of Alameda Point <br /> including hiring project managers, assisting in the development of an integrated service plan, and <br /> hiring architects. The Collaborative expects to expend the funds as part of its implementation <br /> activities at Alameda Point and the Oakland Army Base. <br /> Lastly, the Collaborative has reached an agreement with the City of Oakland and the Oakland <br /> Base Reuse Authority to serve the homeless through the creation of a workforce development <br /> campus at the now closed Oakland Army Base. Because the Continuum of Care model developed <br /> by HUD and included as part of its review of every Local Reuse Authority §s base reuse plan <br /> includes more than the provision of housing, the Oakland Army Base is seen as potentially <br /> offering a significant number of employment and economic development opportunities for <br /> homeless providers county -wide. <br /> The mission of the Workforce Development Campus at the Oakland Army Base is to ensure the <br /> capture of employment opportunities at the Oakland Army Base and in the surrounding <br /> community, for the East Bay's hardest to 'serve. This mission will be accomplished through the <br /> creation of a partnership between homeless service providers, West Oakland organizations and <br /> other community -based organizations, and local, public and private agencies to provide job <br /> linkage, employment and supportive services at the Oakland Army Base and other employer -based <br /> sites. <br /> The emphasis of the employment training and supportive services will be to enhance the long -term <br /> employability and earnings of persons served by the program. This objective will be <br /> accomplished through the provision of education and training programs that meet industry <br /> demand; by motivating the local community, participating agencies and their clients to learn new <br /> skills and practice good work habits; and by demonstrating to employers that it is good business <br /> to give opportunities to workers who, in the past, faced barriers to employment. <br />
