Briefly describe the project site as it exists before the project, including information on <br /> topography, soil stability, plants and animals, and any cultural, historical or scenic aspects. <br /> Describe any existing structures on the site, and the use of the structures. If necessary, <br /> attach photographs of the site. <br /> The Plaza 1 Redevelopment Project Area encompasses approximately eight acres and was <br /> the first Redevelopment Project Area established by the City of San Leandro, in 1960. The <br /> boundaries of this Project Area are Davis Street to the north, East 14i Street to the east, <br /> West Juana Avenue to the south, and Hays Street to the west. The Plaza 1 area is located <br /> within the city's Central Business District and includes the Downtown Plaza shopping mall: <br /> The Plaza 2 Redevelopment Project Area, which is contiguous to the Plaza 1 Project Area, <br /> encompasses approximately 260 acres and was established in 1967. Subsequent <br /> amendments to the Project Area have occurred between 1971 and 1988 in order to add more <br /> territo . Projects implemented within this Project Area include the relocation of Costco <br /> and the disposition and development of the commercial pads adjacent to the new Costco, <br /> and construction of the Bay Area Council/Boy Scouts of America building. The boundaries <br /> for both Redevelopment Project Areas are shown in Maps 1 and 2. The topography within <br /> the two Project Areas is relatively flat. Plants and animal species are of those typically <br /> found within an urban environment, with the exception of riparian habitat that may occur <br /> along the banks of San Leandro Creek. No significant cultural or scenic aspects are known <br /> to exist. There are several historical structures in both the Plaza 1 and Plaza 2 project areas. <br /> The proposed merger will not impact these properties. <br /> 9. Briefly describe the surrounding properties, including information on plants and animals, <br /> any cultural, historical or scenic aspects and the type of land use. <br /> The Plaza 1 Project Area is surrounded on three sides by the Plaza 2 Project Area, and on <br /> the fourth side by the Alameda County -City of San Leandro Redevelopment Project Area. <br /> Land uses surrounding the Plaza 2 Project Area include single - family residential, multi- <br /> family residential, city park. BART station, churches, and industrially -zoned properties. <br /> Both Redevelopment Project Areas include land that has been developed for a number of <br /> years and could be described as existing within a urban setting. A portion of the northern <br /> project boundary for the Plaza 2 Area includes San Leandro Creek, which has identified <br /> riparian habitat along portions of the creek channel. The Southern Pacific and Union Pacific <br /> Railroad lines run through a portion of the Plaza 2 Area, as do the elevated BART tracks <br /> (the San Leandro BART station is located just outside of the Plaza 2 Area). Historic <br /> structures within the Project Areas include Casa Peralta and the Little Brown Church at 384 <br /> West Estudillo Avenue, the Holy Ghost Chapel and IDES Hall at 790 Antonio Street, the <br /> Plazas 1 & 2 IS-Part 1 April 2000 <br />
