CITY MANAGER <br /> MAY - 3 2000 <br /> `v !'Y <br /> OF S;w LEANDRO <br /> CITY OF SAN LEANDRO <br /> PROPOSED AMENDMENTS TO <br /> CITY CHARTER ARTICLE II. CITY COUNCIL: MEMBERSHIP, COMPENSATION <br /> AND CITY CHARTER ARTICLE VI. ELECTIONS <br /> Section 1. Section 225(b) of the City Charter is hereby renumbered to Section 225(c) and Section 225(c) <br /> of the City Charter is hereby amended to Section 225(d). <br /> Section 2. A new Section 225(d) of the City Charter is hereby added to read as follows: <br /> "The candidate receiving the highest number of votes for the offices of Mayor and Council <br /> Members of the City shall be elected to such offices, provided that such candidate receives at <br /> least 50% plus one of the votes cast for each such office. In the event that no candidate for such <br /> elective office of the City receives at least 50% plus one of the votes cast for that office, the City <br /> Council shall provide for a run -off vote to determine the person elected. The City Council shall <br /> adopt an ordinance establishing a run -off system. The run-off system may include mailed ballots, <br /> an instant run -off voting system when such technology is available to the City, or a special run-off <br /> election. The ordinance setting forth the runoff system may be amended from time to time for any <br /> reason, but no amendment to the ordinance may take effect less than 103 days prior to any <br /> municipal election." <br /> Section 3. Section 235 of the City Charter is hereby amended to read as follows: <br /> "Council Members and the Mayor shall hold office for four years. The term of office shall <br /> commence thirty -five days after the General Municipal Election. If a run-off is required pursuant to <br /> Section 225(b) of this Charter, the term of office for all offices voted on during that General <br /> Municipal Election shall commence thirty -five days after the run-off is held." <br /> Section 4. Section 600 of the City Charter is hereby amended to delete the sentence, "Such ordinance <br /> shall also provide for the date of commencement of terms of office following the consolidated General <br /> Municipal election," <br /> J:IWPD MNRSNM113610011RES012OOO \amendmenlwpd <br />
