"Residential Property" means all Assessor's Parcels of Developed Property for which a <br /> building permit has been issued for purposes of constructing one or more residential <br /> dwelling units. <br /> "Resolution of Formation" means the Resolution of Formation of CFD No. 1 adopted by <br /> the City Council on , 2000. <br /> "Services" means the services to be performed in the CFD as described in the Resolution <br /> of Formation. <br /> "Services Special Tax" means (i) annual special tax to be levied in each Fiscal Year on <br /> each Assessor's Parcel of Taxable Property to fund the Services Special Tax Requirement <br /> pursuant to Section D, and (ii) the portion of the Backup Special Tax that may be required <br /> as a result of changes in development that relate to Services. <br /> "Services Special Tax Requirement" means that amount required in any Fiscal Year for <br /> CFD No.1 to: (i) pay annual Administrative Expenses; and (ii) pay City costs of providing <br /> these services as defined in Section D. <br /> "Special Tax" means the Facilities Special Tax and the Services Special Tax. <br /> "State" means the State of California. <br /> "Taxable Property" means all of the Assessor's Parcels within the boundaries of CFD <br /> No.1 which are not public property or otherwise exempt from the Special Tax pursuant to <br /> law. <br /> "Fiscal Agent" means the fiscal agent, under the Fiscal Agent Agreement. <br /> "Undeveloped Property" means, for each Fiscal year, all Taxable Property not classified <br /> as Developed Property or Property Owner Association Property. <br /> B. ASSIGNMENT TO LAND USE CATEGORIES <br /> • <br /> Each Fiscal Year, all Taxable Property within CFD No.l shall be classified as Developed <br /> Property, Property Owner Association Property, or Undeveloped Property, and shall be <br /> subject to the levy of annual Special Taxes determined pursuant to Sections C and D <br /> below. <br /> C. MAXIMUM ANNUAL SPECIAL TAX RATE <br /> 1.
