SAN LEANDRO ADMINISTRATIVE CODE <br /> TITLE 1 CITY COUNCIL <br /> Chapter 11 POLICY GOVERNING USE OF CITY'S <br /> ELECTRONIC MAIL SYSTEM <br /> • <br /> • Users may be required to periodically change their password to ensure security. Users <br /> should not share passwords. <br /> • E -mail shall be used for business matters directly related to the business activities of the <br /> City and as a means to further the City's mission by providing services that are efficient, <br /> complete, accurate, and timely. <br /> • E -mail use for personal communication is not prohibited but should be kept appropriate <br /> and to a minimum. <br /> Privacy <br /> Users waive any right to privacy, in anything they create, store, send, or receive on City computer <br /> systems. The City Manager or designee, reserves the right, without limitation, to review E -mail <br /> sent and received by users. <br /> • No user shall read E -mail received by another user when there is no business purpose for <br /> doing so. <br /> No user shall send E -mail under another user's name without authorization. <br /> • Use of a confidential password for accessing E -mail does not impart a property right to a <br /> user nor does it provide a right of confidential communication. <br /> Prohibited Uses <br /> • E -mail shall not be used for personal gain, outside business activities, political activity, <br /> fundraising, or charitable activity not sponsored by the City or a City department. <br /> • E -mail shall not contain language which is insulting, offensive, disrespectful, demeaning, <br /> obscene or sexually suggestive or otherwise inappropriate. <br /> • E -mail shall not be used to transmit sensitive materials including, without limitation, <br /> personnel matters that should be communicated in person or via formal written <br /> memoranda. <br /> • E -mail users shall not give the impression that they are representing, giving opinions, or <br /> otherwise making statements on behalf of the City, or any City department, unless <br /> appropriately authorized (explicitly or implicitly) to do so. <br /> E -mail shall not be used to promote discrimination or harassment on the basis of race, <br /> color, national origin, age, marital status, sex, political affiliation, religion, disability or <br /> 09 -05 -2000 2 <br />
