Consolidated Plan Annual Performance Report - FY99.00 <br /> City of San Leandro <br /> Page 7 <br /> Priority #6: increase the availability of service- enriched housing within the HOME <br /> Consortium to address the needs of populations with special needs and to <br /> facilitate access to services for low- and very low- income people <br /> Resources Used: <br /> The City applied CDBG, HOME, and Redevelopment Housing Set -Aside funds to further this <br /> priority. <br /> Activities Undertaken: <br /> The City and the Redevelopment Agency staff continued to support the framework for <br /> affordable housing as approved by the Affordable Housing Task Force. The report that was <br /> formally adopted by the City Council prioritized housing projects and programs for the five - <br /> year period from 1995 -2000. <br /> City staff discussions with non - profit developers have led to identifying potential sites for the <br /> development of senior housing and developmentally disabled housing. The senior housing <br /> development is expected to produce 60 apartments for very low- income seniors. <br /> Two apartment rehabilitation projects were completed. One of the projects included the <br /> addition of two new housing units for very low- income tenants. <br /> Geographic Distribution and Location of Expenditures: <br /> The apartment rehab projects are located in Census Tract 4323 and 4325. The senior housing <br /> and developmentally disabled housing projects will be located in Census Tracts 4322 and <br /> 4330. <br /> Leverage of Non- Federal Resources: <br /> Funds were leveraged with Redevelopment Housing Set -Aside funds. <br /> Matching Contributions: <br /> The Transitional Housing Project coordinated by the San Leandro Shelter includes HUD <br /> Supportive Housing Program funds and matching contributions. <br />
