FY 2009-2010 CAPER -8- September 20, 2010 <br />HUD in June 2010. The Senior Center is projected to complete its "punch" list items by <br />September 2010. The new facility is expected to open once the City can find adequate <br />funding for its operation in the challenging current economic climate. <br />• With regard to Americans with Disabilities Act (ADA) improvements, the City allocated <br />$195,836 Community Development Block Grant Recovery Program (CDBG-R) funds, which <br />was a one-time infusion of funds from the American Recovery & Reinvestment Action of <br />2009 (ARRA), and an additional $250,428 CDBG funds to construct new concrete <br />handicapped accessible ramps and sidewalks along the public right of way throughout the <br />City. The City has completed 153 ADA curb ramps to date. <br />• The City opened bids for its East 14th Street Streetscape & Pedestrian Safety Improvements <br />Project, which consists of installing new landscaped medians, enhanced pedestrian <br />crosswalks, and other related streetscape improvements along an eight -block long segment of <br />East 14th Street (from 136th Avenue to 144th Avenue), in August 2009. The project is <br />partially funded by the City's HUD Economic Development Initiative Grant (HUD -EDI) for <br />$345,000. In September 2009 the City awarded the contract. To date the City has <br />reconstructed fifteen (15) wheelchair accessible curb ramps within the project limit, but the <br />median island construction was put on hold until the Department of Transportation approves <br />the City's traffic control plan. Approval of this plan and the subsequent restart of <br />construction is anticipated in September 2010, and project completion is projected by <br />December 2010. <br />• After receiving approval for the City's amendment to its FY 2005-2009 Consolidated Plan <br />and FY 2009-2010 Action Plan, the City provided Davis Street Family Resource Center <br />(DSFRC), a local non-profit public services provider, $500,000 in CDBG CIP loan funds to <br />assist in the acquisition of its current facility. DSFRC closed escrow on June 30, 2010 to <br />successfully purchase its facility located at 3081 Teagarden Street, San Leandro. As the <br />facility owner, DSFRC will now be able to reduce its overhead costs by nearly $250,000 per <br />year. DSFRC will reallocate these costs savings to the multitude of social support programs <br />and services it provides to low-income San Leandro individuals and families. <br />• The San Leandro Boys and Girls Club, which provides affordable after-school education and <br />enrichment programs for school-age children, utilized CDBG Capital Improvement Project <br />(CIP) funds to replace thirteen (13) of its facility's single -glazed windows with new dual - <br />glazed, energy efficient windows. <br />Current City Council Policy <br />Current Council Policy is defined by the FY2005-2009 Consolidated Plan adopted by Resolution <br />No. 2005-046 on April 18, 2005. <br />Previous City Council Action <br />The Action Plan containing the programs and activities carried out during FY 2009-2010 was <br />approved by the City Council on April 20, 2009. <br />City Council Committee Review and Action <br />N/A <br />
