DRAFT MINUTES <br /> Page 7 <br />September 7, 2010 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />with the appropriate City Council committees, and if the Council desired, could be <br />placed on a future Council agenda for discussion. <br /> <br />Councilmember Souza expressed concern that at a time when the City is cutting <br />programs and deferring the opening of the Senior Center, it needs to be made clear <br />what level of commitment can be made to the School District. She indicated that <br />she was not prepared to make a commitment to in <br />and suggested that the Council have further discussion on this subject. <br /> <br />Councilmember Gregory commented on the possible economies of scale created <br />by the City sharing maintenance costs with the School District, and suggested that <br />this idea should be further , which <br />identifies the lack of open space in the City and the need to partner with the <br />schools to share space. <br /> <br />Councilmember Souza asked, in the event Measure M passes, whether groups that <br />currently use the sports facilities would be charged market rate or be grandfathered <br />in. <br /> <br />Mr. Hollister stated that this would be the Schoo <br />unlikely that non-profit groups could bear the full cost of the facilities. <br /> <br /> Accepted as submitted. <br /> <br />M/S/C Souza and Starosciak. Resolution Approving and Authorizing the City Manager to Execute All Documents in <br />Order to Fund Half of the Costs Associated with Crossing Guard Services for the San <br />Leandro Unified School District [SLUSD] and San Lorenzo Unified School District <br />[SLzUSD] from August 25, 2010 to June 30, 2011 (approves an agreement with All <br />City Management Services, Inc. to provide crossing guard services at 8 SLUSD and 3 <br />SLzUSD locations during the 2010-11 school year and appropriation of $31,000 from <br />the fund balance of the General Fund). <br /> <br />Councilmember Souza stated that if the Council deemed the crossing guard program <br />worthy of funding, then it should cut something else from the budget. She pointed out <br />already at a dangerously low level. <br /> <br />Public Comments on Item 8.D.: <br /> <br />Sara Mestas, San Leandro resident <br />, addressed the City Council, commenting on the <br />danger to pedestrians of crosswalks without crossing guards.
