Resultant Goal Adjustment The impact of this evidence resulted in the City of San Leandro adjusting the Base Figure for DBE participation for the City's Federal DOT - assisted contracts projected to be expended in FFY 2000/01 to 13% based on our historical DBE attainment. 111. Utilization of Race - Neutral and Race- Conscious Methods Of the overall annual goal of 13% for DBE participation, the City of San Leandro projects meeting 25% of the goal utilizing race - neutral methods, including making efforts to assure that bidding and contract requirements facilitate participation by DBEs and other small businesses; notifying DBE and small businesses associations of bidding opportunities; including the City's DBE program and goals on our web site; and providing technical assistance and other support services to facilitate consideration of DBEs and other small businesses. We base the race - neutral projection on our past attainment. The project we used in 11 A above had a set goal of 10%, yet we attained 21% DBE participation, a 50% attainment over our goal. However. since it is only one job, we are projecting 25 %.
