• With regard to Americans with Disabilities Act (ADA) improvements, the City allocated <br />$195,836 Community Development Block Grant Recovery Program (CDBG-R) funds, <br />which was a one-time infusion of funds from the American Recovery & Reinvestment <br />Action of 2009 (ARRA), and an additional $250,428 CDBG funds to construct new <br />concrete handicapped accessible ramps and sidewalks along the public right of way <br />throughout the City. The City has completed 153 ADA curb ramps to date. <br />• The City opened bid for its East 14th Street Streetscape & Pedestrian Safety <br />Improvements Project, which consists of installing new landscaped medians, enhanced <br />pedestrian crosswalks, and other related streetscape improvements along an eight -block <br />long segment of East 14th Street (from 136th Avenue to 144th Avenue), in August 2009. <br />The project is partially funded by the City's HUD Economic Development Initiative <br />Grant (HUD -EDI) for $345,000. In September 2009 the City awarded the bid. To date <br />the City has reconstructed fifteen (15) wheelchair accessible curb ramps within the <br />project limit, but the median island construction was put on -hold until the Department of <br />Transportation approves the City's traffic control plan. Approval of this plan and the <br />subsequent restart of construction is anticipated in September 2010, and project <br />completion is projected by December 2010. <br />• After receiving approval for the City's amendment to its FY 2005-2009 Consolidated <br />Plan and FY 2009-2010 Action Plan, the City provided Davis Street Family Resource <br />Center (DSFRC), a local non-profit public services provider, $500,000 in CDBG CIP <br />loan funds to assist in the acquisition of its current facility. DSFRC closed escrow on <br />June 30, 2010 to successfully purchase its facility located at 3081 Teagarden Street, San <br />Leandro. As the facility owner, DSFRC will now be able to reduce its overhead costs by <br />nearly $250,000 per year. DSFRC will reallocate these costs savings to the multitude of <br />social support programs and services it provides to low-income San Leandran invididuals <br />and families. <br />• The San Leandro Boys & Girls Club, which provides affordable after-school education <br />and enrichment programs for school-age children, utilized CDBG Capital Improvement <br />Project (CIP) funds to replace thirteen (13) of its facility's single -glazed windows with <br />new dual -glazed, energy efficient windows. The facility was built in the mid -1960's, and <br />consequently the aging windows were either broken or non -operational.
