• Other CDBG Capital Improvement Projects that were awarded CIP loans in FY 2008- <br />2009 included facility improvements for Building Futures with Women & Children <br />(BFWC), Spectrum Community Services, and Bay Area Community Services (BACS). <br />However, these projects continue to experience delays, and therefore, have not fully <br />expended their CDBG funds. <br />BFWC is still awaiting for the State of California, Department of Housing and <br />Community Development, Division of Financial Assistance to fully execute its <br />Emergency Housing Assistance Program for Capital Development (EHAPCD) contract <br />for the $459,213 EHAPCD funds it was awarded on September 2009 before the <br />rehabilitation of its domestic violence shelter can begin. <br />Spectrum Community Services has located a differgp site for its centralized kitchen, but <br />it must execute a purchase option agreement with CalTrans for this new location before <br />construction can begin. Spectrum continue:architectural and engineering activities, but <br />it has elected to first expend Alameda Ca�.BG fds not the City's CDBG funds, <br />for these activities. <br />Bay Area Community Services (BACS) secured $499,500 in EHAPCD Emergency <br />Housing Funds and a $428,500 grant from the Alameda County Board of Supervisors for <br />the ADA accessibility renovation of its crisis center Woodroe Place. However, BACS is <br />still awaiting for the release of the State funds. The project is now in the design and <br />permit phase, and BACS has began expending its CDBG funds. <br />40% <br />Obiective: Provide Economic Opportunity <br />Priority # 11.
