MINUTES Page 9
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting —September 7, 2010
Deputy City Manager Jacqui Diaz reported that San Leandro Unified School District
Superintendent Cindy Cathey informed her of an increase in the cost of the crossing
guard contract, to approximately $35,000. She reported that the contract was being
considered for approval by the School Board at its meeting tomorrow night.
Councilmember Starosciak offered a friendly amendment to the motion, to change the
wording of the resolution to reflect the funding for the agreement from a reprioritization
of the Traffic Safety Fund, rather than from an increase from the General Fund fund
balance, and to increase the contract amount to $35,000. The amendment was accepted
by the maker and the seconder of the motion.
Councilmember Gregory challenged members of the Council and School Board to adopt
a school in their respective areas for International Walk and Roll Day on October 7
• Resolution No. 2010 -114, Resolution Approving and Authorizing the City
Manager to Execute All Documents in Order to Fund Half of the Costs Associated
with Crossing Guard Services for the San Leandro Unified School District
[SLUSD] and San Lorenzo Unified School District [SLzUSD] from August 25,
2010 to June 30, 2011 (approves an agreement with All City Management
Services, Inc. to provide crossing guard services at 8 SLUSD and 3 SLzUSD
locations during the 2010 -11 school year and appropriation of $35,000 from the
fund balance of the General Fund).
— Adopted with amendment
M/S /C Prola and Reed. Ayes: 6; Noes: 0; Absent: 1 (Stephens)
8.H. Resolution Approving Plans and Specifications and Calling for Bids for the East 14
Street Striping and Pedestrian Improvements (West Broadmoor Boulevard To Hays
Street) Project, Project No. 09- 120 -38 -244 and the Appropriation of Development Fee
for Street Improvement [DFSI] Funds in the Amount of $70,000 to Complete the
Project (provides for a new roadway striping plan along East 14 Street between Hays
Street and West Broadmoor Boulevard).
Prior to the meeting, Councilmember Starosciak had requested that staff provide
drawings of the proposed improvements.
Engineering and Transportation Director Uche Udemezue stated that, unfortunately,
staff did not have time to obtain colorized drawings for tonight's meeting.
Councilmember Starosciak requested that when ready, staff post the drawings on the
City's website. She noted that there has been little community outreach or discussion
regarding the changes to the plan, and she anticipated some community members may
express concem or anger at these changes.
Mayor Santos recalled that the project was very controversial when first proposed.
