C. Project Scope <br /> described as a small, self supporting commercial/governmental marina <br /> adjacent to a natural marsh. This kind of minimalist approach might not meet <br /> - the City's objectives, but the ESA team believes that any set of alternatives <br /> a : must be viewed against a dynamic baseline and consider all options. The No- <br /> -' • Action Alternative will be described qualitatively in the final report, but will <br /> not be considered in detail as one of the design options analyzed in the <br /> ti course of the study. <br /> 6. Financial Projections <br /> Working with the City staff and utilizing City - provided cost and revenue data <br /> for existing facilities, the ESA team will prepare order -of- magnitude unit <br /> cost projections of each concept plan to facilitate a comparative analyses. <br /> Cost projections will include but not be limited to: <br /> • Environmental review; <br /> • Design of restoration and public access capital improvement; <br /> • Permitting, and design of DMMS and other marina wetland <br /> enhancements, modifications to the existing harbor facilities, and other <br /> public access capital improvements that may be identified; <br /> • Monitoring; <br /> • Long -term maintenance (using existing City staffing categories and <br /> costs, and assuming a comparable level of service; <br /> • Potential revenues as appropriate. <br /> All cost and revenue projections are not to be construed as a detailed fiscal or <br /> pro -forma analysis and will be generated solely for conceptual level planning <br /> purposes. All cost projections will be limited to concepts outside the Cal - <br /> Coast Companies Discussion Plan 6 boundaries. Any public access <br /> improvement concepts that may have a direct nexus with Cal -Coast <br /> Companies proposals will be identified. <br /> 7. The DMMS <br /> According to ESA's 2007 report, the following options would be considered <br /> for the DMMS by the City: <br /> • I. Operating it as a drying and storage area for dredged materials removed <br /> from channels belonging to other marinas (assuming the City of <br /> San Leandro has permanently discontinued dredging its channel); <br /> C-4 Cay of San Leandro HarDot Sown Alternatives Study RFP 50536 <br />
