DRAFT MINUTES <br /> Page 9 <br />September 20, 2010 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br /> <br />A.Resolution Approving a Project Operating Agreement with the East Bay Regional <br />Communications System Authority [EBRCSA] and Authorizing the Execution and <br />Implementation of Same (approves the City's participation in the development and <br />operation of a state of the art radio communications system that will provide regional <br />interoperability). <br /> <br />Mayor Santos gave a report from the EBRCSA meeting held earlier today. <br /> <br />Mr. Hollister gave a summary of the features of the East Bay Regional Communications <br />System (EBRCS), and reported that most of the cities in Alameda County are members. <br />The system is estimated to cost $17 million to build; share of the cost would <br />be approximately $135,000 annually, beginning in FY 2012-13. The cost would be <br />budgeted from the General Fund, and staff is also looking into the possibility of using a <br />small portion of 9-1-1 fee revenue toward the cost. <br /> <br />Deputy Fire Chief Dave Rocha reported that the EBRCS costs for the Alameda County <br />Fire Department are not reflected in the staff repo <br />contractual cost for fire services. Deputy Chief Rocha stated that Alameda County Fire <br />received a $1.2 million grant, which paid for all of its P25 compliant radios, including <br />those used in San Leandro. <br /> <br />Police Captain Pete Ballew reported that the Police Department has been preparing for <br />the transition, by seeking grant funding and other funding sources to help pay for the <br />system, and ways to minimize costs. <br /> <br />Councilmember Starosciak d the advantages of <br />joining EBRCS, versus Oakland or BART. Mr. Hollister noted that Oakland has its <br />is unknown. Chief Rocha <br />commented that the greatest benefit to EBRCS is that as a regional system, it would <br />provide access to mutual aid region-wide. <br /> <br />The Council discussed the system costs, the benefits of interoperability and regional <br />mutual aid, and the lack of other viable alternatives.
