Service of the notice and order shall be made upon all persons entitled thereto either personally <br /> or by mailing a copy of such notice and order by certified mail, postage prepaid, return receipt <br /> requested, to each such person at the address as it appears on the last equalized assessment roll of <br /> the county or as known to the Building Official. If no address of any such person so appears or is <br /> known to the Building Official, then a copy of the notice and order shall be so mailed, addressed <br /> to such person, at the address of the building involved in the proceedings. The failure of any <br /> owner or other person to receive such notice shall not affect in any manner the validity of any <br /> proceedings taken hereunder. <br /> Upon service of the notice and order as provided herein, the Building Official shall file an <br /> affidavit certifying to the time and manner in which the notice and order was served and posted. <br /> He shall also file therewith any receipt card which may have been returned to him in <br /> acknowledgment of receipt of the notice and order by certified mail. <br /> Section 7 -5 -830: RECORDATION OF NOTICE AND ORDER. At the time the notice and <br /> order is served, the Building Official shall cause to be filed with the Office of the County <br /> Recorder a "certificate of substandard structure ", setting forth the determination of the Building <br /> Official and the requirements imposed by the notice and order. <br /> Section 7 -5 -835: RECORDATION OF RESCISSION OF NOTICE AND ORDER. If after <br /> issuance and service of the notice and order, a building is determined, either by the Building <br /> Official or the Board of Appeals, to not be subject to the requirements of this Article, the <br /> Building Official shall file with the Office of the County Recorder a certificate rescinding the <br /> notice and order and finding the building not be subject to the requirements of this Article. <br /> Section 7 -5 -840: OBTAINING OF BUILDING OR DEMOLITION PERMIT; <br /> COMMENCEMENT OF WORK; COMPLETION OF WORK. <br /> (a) Within one (1) year from the date plans for the proposed structural alterations of the <br /> building or plans for the demolition of the building are approved by the Building Official, <br /> the record owner shall obtain the necessary building or demolition permit. Notice of the <br /> plan approval shall be given in the manner set forth in Section 7 -5 -825. <br /> (b) Within two (2) years from the date the permit is issued, the record owner shall commence <br /> the work authorized by the permit. <br /> (c) Within three (3) years from the date the required work is commenced, the record owner <br /> shall complete the work. <br /> Section 7 -5 -845: FAILURE TO COMPLY; VACATION; DEMOLITION. Should the record <br /> owner fail to comply with the orders described in Sections 7 -5 -820 and 7 -5 -840 or with any other <br /> orders issued by the Building Official pursuant to this Article, the Building official shall order <br /> the entire building vacated until the order has been complied with. If the building is not vacated <br /> within ninety (90) days after the date of the order, the building may be deemed a public nuisance <br /> and the Building Official may order the demolition of the building in accordance with Article 1 I <br /> of this Chapter 5. <br /> 4 <br />
