She recalled that there have been <br /> ballot measures, such as Measure B in 2006, on which the Council did not take a formal <br /> position, because they did not meet the criteria in the guidelines. Councilmember <br /> Starosciak asked if the policy is being set aside in order to consider a position on Prop <br /> 23 and Measure M. <br /> Mr. Hollister confirmed that the Council adopted the guidelines in 2004, which, due to <br /> an oversight by staff, were never incorporated into the Councilmembers Handbook. <br /> City Clerk Marian Handa stated that there has been no formal process for updating the <br /> Councilmembers Handbook, and so the guideline was never incorporated, and <br /> forgotten. Mr. Hollister indicated that, as a result, it appears that the Council has been <br /> inconsistent in its adherence to the guidelines, taking positions on some previous ballot <br /> measures, but not others. <br /> The Council discussed adherence to the existing guidelines; taking positions on the <br /> proposed ballot measures; referring the guidelines to the City Council Rules and <br /> Communications Committee for discussion; and the threat to AB 32 and SB 375, the <br /> existing climate protection legislation. <br /> A motion was made by Councilmember Prola, seconded by Councilmember Gregory, to <br /> adopt the resolution opposing Proposition 23. <br /> A friendly amendment was offered by Vice Mayor Reed, and accepted by <br /> Councilmember Prola, the maker of the motion, to refer review of the "Guidelines <br /> Regarding Council Support for Ballot Measures" to the City Council Rules and <br /> Communications Committee. <br /> • Minute Order No. 2010 -035, Motion to Refer the "Guidelines Regarding <br /> Council Support for Ballot Measures" to the City Council Rules and <br /> Communications Committee. <br /> The City Council referred the "Guidelines Regarding Council Support for <br /> Ballot Measures" to the City Council Rules and Communications Committee. <br /> M /S /C Prola and Gregory.
