MINUTES Page 3 <br /> City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting — October 4, 2010 <br /> Mayor Santos presented the commendations to Peggy Kraus from Amgen; Lexi Pala <br /> from KaBOOM!; and Karen Wehrman and Jim Silva of the Rotary Club of San <br /> Leandro. <br /> C. Proclamation Declaring the Week of October 4 -8, 2010 as "Walk or Roll to School <br /> Week" in San Leandro. <br /> Councilmember Gregory accepted the "Walk or Roll to School Week" proclamation. <br /> With concurrence of the City Council, Items 10.A. and 10.3. were taken out of order, and <br /> considered after Item 2, Presentations /Recognitions. <br /> 10.A.Resolution Amending Guidelines Regarding Council Support for Ballot Measures in the City <br /> of San Leandro Council Members' Handbook (allows support of or opposition to measures <br /> that directly benefit or impact a significant portion of the community of San Leandro or the <br /> City of San Leandro). <br /> Community Relations Representative Kathy Omelas provided background on the matter. She <br /> reported that the guidelines had been drafted narrowly, to prevent the Council from taking <br /> actions on international matters, and matters unrelated to San Leandro. The City Council <br /> Rules and Communications Committee reviewed the guidelines, and recommend broadening <br /> the language, to allow the Council to take a position on measures that have a significant <br /> impact on the San Leandro community. <br /> A motion was made by Councilmember Prola, seconded by Vice Mayor Reed, to adopt the <br /> resolution amending the guidelines. <br /> Councilmembers discussed the proposed amendments to the guidelines, and whether they <br /> would be able to take a position on Measure M without violating the new guidelines. <br /> City Attorney Jayne Williams clarified that the requirement in the proposed guidelines for <br /> consensus to agendize an item applied to measures that had not previously been placed on the <br /> Council's agenda. This requirement would not apply to the Council's consideration of <br /> support for Measure M. <br /> • Resolution No. 2010 -127, Resolution Amending Guidelines Regarding Council <br /> Support for Ballot Measures in the City of San Leandro Council Members' Handbook <br /> (allows support of or opposition to measures that directly benefit or impact a significant <br /> portion of the community of San Leandro or the City of San Leandro). <br /> M /S /C Prola and Reed.
