WPCP Rehabilitation Project 2 November I, 2010 <br /> Analysis <br /> As part of the ongoing SWRCB loan application process, the City is required to provide a <br /> statement of commitment to reimburse SRF funding received for the project. These funds, the <br /> amount of which is yet to be finalized, will be used to pay for the construction of the upgrades to <br /> the WPCP. The upgrades include the following: 1) replacing the headworks; 2) constructing an <br /> Influent Pump Station and a Primary Clarifier; and 3) improving the existing Primary Clarifiers, <br /> Primary Effluent Flow Equalization, Secondary Clarifiers, Effluent Pump Station, Digesters, and <br /> Electrical and Instrumentation Systems. <br /> Current Citv Council Policy <br /> Ensure well maintained sewer facilities. <br /> Previous Citv Council Action(s) <br /> • On April 19, 2010. by Resolution No. 2010 -042, the City Council authorized the mail out of <br /> Notice of Proposed sewer rate increase <br /> • On June 21, 2010, by Resolution No. 2010 -069, the City Council adopted wastewater <br /> discharge rates <br /> • On July 6, 2010, by Resolution No. 2010 -087, the City Council authorized the City Manager <br /> to sign and file financing agreement with the State Water Resources Control Board for the <br /> subject project <br /> • On September 20, 2010. by Resolution No. 2010 -122, the City Council authorized the City <br /> Manager to dedicate net revenue from the Wastewater Enterprise Fund to repay the State <br /> Revolving Fund loan <br /> Applicable General Plan Policy <br /> This action is consistent with the City's General Goal Policy Nos. 52.04 and 52.05. <br /> Fiscal Impact <br /> The State Revolving Fund Loan will provide up to $43 million in loan proceeds to be paid back <br /> over a period of 20 years at the rate of approximately 3% interest. <br /> Budget Authority <br /> Following an approved loan agreement with SWRCB and the City, staff will return to City <br /> Council for approval to appropriate loan funds. <br /> Tracy Vesely, Finan Director <br />
