DRAFT MINUTES <br />Page 4 <br />November 1, 2010 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br />Minute Order No. 2010-040 <br />,Motion Approving and Issuing a Written Report, as <br />Required by Government Code Section 65858(d), Describing the Measures <br />Taken to Alleviate the Conditions Which Led to the Adoption of the Interim <br />Urgency Ordinance Imposing a Moratorium on Medical Marijuana Dispensaries, <br />Marijuana Cultivation Facilities, or Other Land Uses that Could Be Proposed <br />Should Proposition 19 Be Approved by Voters on November 2, 2010. <br />The City Council approved and issued a written report, as required by <br />Government Code Section 65858(d), describing the measures taken to <br />alleviate the conditions which led to the adoption of the interim urgency <br />ordinance imposing a moratorium on medical marijuana dispensaries, <br />marijuana cultivation facilities, or other land uses that could be proposed <br />should Proposition 19 be approved by voters on November 2, 2010. <br />Resolution No. 2010-135 <br />D.,Resolution Approving a Non-Professional Services <br />Agreement Between the City of San Leandro and Martin Industries, Inc. DBA <br />Climatech for the Buildings Management System Project (provides for new systems <br />with greater ability to control individual zones of lighting and heating, ventilation, and <br />cooling [HVAC]). Cost: Not to exceed $256,357, funded through the federal Energy <br />Efficiency and Conservation Block Grant [EECBG]. <br />Resolution No. 2010-136 <br />E.,Resolution of Intention Calling for a Public Hearing to <br />Establish an Underground Utility District on Eden Road from Doolittle Drive to Davis <br />Street, and Setting the Date for a Public Hearing on January 3, 2011 (schedules a public <br />hearing for the establishment of an Underground Utility District). <br />Resolution No. 2010-137 <br />F.,Resolution Authorizing the Reimbursement of Funding <br />Received Under Funds Advanced to the City Pursuant to a State Revolving Fund <br />Financing Agreement with the State Water Resources Control Board [SWRCB] for the <br />Water Pollution Control Plant [WPCP] Rehabilitation Project, Project No. 593-52-239 <br />(authorizes the reimbursement of State Revolving Fund financing for the construction of <br />upgrades to the WPCP). <br /> 9.
