CITY OF SAN LEANDRO
STAFF REPORT
DATE: November 15, 2010
TO: Stephen Hollister, City Manager
FROM: Michael Bakaldin, Public Works Director
BY: Ray Busch, Assistant WPC Manager
SUBJECT PROJECT/PROJECT DESCRIPTION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
Stephen L. Hollister
City Manager
RESOLUTION APPROVING THE NON - PROFESSIONAL SERVICES AGREEMENT WITH
TERRA RENEWAL SERVICES, INC., FOR THE HAULING AND DISPOSAL OF 2,400
TONS OF BIOSOLIDS
SUMMARY AND RECOMMENDATION
Each year, the Water Pollution Control Plant (WPCP) produces approximately 1,200 tons of
biosolids that according to federal regulations cannot be stored on site for more than two years.
With a favorable bid, WPCP staff is recommending that last year's and this year's production be
hauled off at one time.
BACKGROUND
The Water Pollution Control Plant has a long history of producing "Class A Exceptional
Quality" biosolids. Chapter 40, Part 503 of the Code of Federal Regulations dictates the
handling of the Water Pollution Control Plant's biosolids. These regulations limit the amount of
time the biosolids may remain on site, so the material is typically hauled away each year. This
year, two bidders competed and the winning bid from Terra Renewal Services came in at
$29.48/ton. Terra Renewal will haul the Class A biosolids to Merced County where they will be
land - applied as a soil amendment.
Fiscal Impact
The hauling and disposal of the biosolids is budgeted in the Water Pollution Control Enterprise
Fund and will cost no more than $70,752.00.
Budget Authority
Adequate funds were budgeted in Account No. 593 -51- 002 -5190.
VW
Tracy Vesely, Finan 6 Director
