(Section 345. <br /> City Charter) <br /> If a Council Member feels something needs to change or a staff member needs to receive <br /> instructions to do something. the issue should be raised with the City Manager <br /> immediately. In some cases he or she may be able to solve the problem on the spot: in <br /> others it may be more complicated. The City Manager reports to the whole Council of <br /> seven.
