Hudson pointed out that not all RV owners are responsible, <br /> and a permit program attempts to address the problems created by irresponsible owners. <br /> The RV owners in attendance were given the opportunity to provide information to the <br /> Committee and staff regarding their needs, including the need to park their RVs in front of <br /> their homes in order to load up for a trip, and unload upon their return. Chief Willis <br /> suggested that an RV owner could call the Police Department the day before leaving for a <br /> trip, and provide a return date. The owner could then be given 24 hours before and after the <br /> trip, to allow ample time to load and unload the vehicle. <br /> Sgt. Hudson suggested that the ordinance contain language specific to RVs. Ms. Omelas <br /> pointed out the need to add a definition for "recreational vehicle" to the ordinance. <br /> The matter was continued to the next meeting, which will be held on January 25, 2010. <br /> 2. Review of Revised Councilmembers Handbook <br /> City Clerk Marian Handa reviewed the draft update to the Councilmembers Handbook, which <br /> incorporates amendments adopted by the City Council, as well as changes to procedures and <br /> practices that have occurred since the 2002 update. All of the "Guidelines" adopted by the <br /> Council have also been included as appendices to the updated Handbook, except those related <br /> to the Mayor's Community Fund and Community Empowerment Funds. <br /> Ms. Handa noted that a more comprehensive review and update of the Handbook should be <br /> done, and would be undertaken beginning in 2011. <br /> Committee Recommendation <br /> The Committee recommended that the 2010 Update to the Councilmembers Handbook be <br /> scheduled for consideration and approval by the City Council. <br /> 3. Discussion Regarding Consideration of a Ban on Polystyrene Foam Disposable Food <br /> Containers <br /> City Manager Flollister reported that since last month's Committee meeting, the Public <br /> Works Department has not had a staff person available to work on the issue. <br /> Committee Member Prola provided printed information on polystyrene food containers <br /> published by Clean Water Action and Save the Bay. These organizations have worked with <br /> cities to develop local sustainable food service ware ordinances, which prohibit the use of <br /> polystyrene foam takeout containers. Committee Member Prola pointed to the City of <br /> Millbrae's ordinance as an example, and requested that staff communicate with these <br />
