AMENDED AGENDA <br /> The Brown Act generally prohibits the City Council from discussing or taking action on <br /> an item not appearing on its posted agenda. The Act provides certain exceptions to this <br /> rule. For instance, the City Council may, on a two - thirds vote, determine find that there <br /> is a need to take immediate action, and that the need for action came to the Citv's <br /> attention on an item arese -after the agenda was posted. If less than five members of the <br /> Council are present, the vote must be unanimous. If the Council makes this <br /> determination it may proceed to consider the underlying issue presented. Other <br /> exceptions are provided for emergencies, as defined, and certain continued hearings. <br /> POSTING OF AGENDA <br /> The City Clerk is directed to post a copy of the agenda on the notice board outside the <br /> East 14th Street main entrance to the Civic Center, not less than 72 hours prior to each <br /> regular meeting, and not less than 24 hours prior to each special meeting to be held by the <br /> City Council. Notices may also be included on public access or electronic media, such as <br /> the City's website and cable television. <br /> The agenda shall also be available to the general public by 8:30 a.m. noon on Friday <br /> mornings -prior to the City Council Meeting scheduled. Agendas are also available by <br /> email by subscription from the City website. or by mail when self - addressed postage paid <br /> envelopes are provided. <br /> DELIVERY OF AGENDA TO THE CITY COUNCIL <br /> If practicable, the agenda and agenda item report packet shall be delivered to Council <br /> Members each—Thursday— afterneenFridav morning, preceding the Monday meeting to <br /> which it pertains. Council Members are asked to advise the City Clerk's Office where <br /> they desire agenda packets to be delivered. Holiday schedules may vary. <br /> PUBLIC HEARINGS <br /> Public Hearings precede Public Comments. Anyone wishing to speak regarding a Public <br /> Hearing item may do so at that time. The order of business for public hearings is as <br /> follows: <br /> I. Staff presentation <br /> 2. Applicant/Appellant — 10 minutes <br /> 3. City Council Questions /Clarifications <br /> 4. Public Comments — 5 minutes per per-senspeaker. subject to <br /> adjustment by the Mayor <br /> 5. Applicant/Appellant Rebuttal — 5 minutes <br /> 6. City Council Comments /Questions /Action <br /> Council Members should not speak to an issue until the public hearing has been closed. <br /> If a Council Member has met with a proponent/developer or opponent of the subject <br /> IV -3 <br />
