SECTION VIII <br /> ADDRESSING THE COUNCIL <br /> MANNER OF ADDRESSING THE COUNCIL <br /> Any citizen may arise and address the Council on any business specially concerning <br /> him /her, or affecting his /her interests; however, preference will be given to those who <br /> have first presented matters in the form of a written communication, or who have notified <br /> the Presiding Officer of their desire to speak. <br /> Any member of the public desiring to address the Council shall complete a "speaker <br /> card" and hand it to the City Clerk. The City Clerk will advise the MayorPresidin <_ <br /> Officer. The MayeFPresidine Officer will announce the names from the speaker cards. <br /> Once the citizen's indvidual's name is called, the citizenhe /she should proceed to the <br /> podium and wait to be recognized by the Presiding Officer. After being recognized, <br /> he /she shall speak directly into the microphone and for the record, shall state his/her <br /> name and address and business address in San Leandro, if applicable. Members of the <br /> public may submit speaker cards to address items listed under "New Business." Public <br /> Hearings Public Comments. Consent Calendar or Action Items. Speakers will be <br /> afforded 3 minutes to address the City Council after the staff presentation has been <br /> completed. <br /> The Mayor Presiding Officer shall have the power to change the order of business during <br /> a City Council Meeting if the number of persons in attendance warrants such a change. <br /> Under the provisions of the Brown Act, the City Council is prohibited from discussing or <br /> taking action on an item not appearing on its posted agenda. Therefore, any issue raised <br /> under the Public Comments- section of the agenda will be referred to staff for a decision <br /> about placing it on a future agenda for discussion, action, or report. <br /> TIME LIMITATION <br /> Any member of the public desiring to address the Council shall limit his/her address to <br /> • - ran° the "Public Comments" portion of the- agenda and five (5) <br /> minutes during = Public Hearings.'= Members of the public addressing the Council during <br /> the "New Business "Public Comments, Consent Calendar. or Action Items portion -of the <br /> a Benda shall be limited to three (3) minutes -per agenda item. and a maximum of five (5) <br /> minutes for all Consent Calendar items. <br /> APPLICANTS AND /OR APPELLANTS — PUBLIC HEARINGS <br /> Any applicant and/or appellant desiring to address the City Council shall limit their <br /> address to ten (10) minutes. This time limit will not be applied to speakers to whom <br /> constitutional due process applies. The City Attorney shall advise the City Council on <br /> VIII - 1 <br />
