I t
CITY OF SAN LEANDRO
MEMORANDUM
Date: November 23, 2010
To: City Council Rules and Communications Committee
From: Stephen Hollister, ty`I4tanager
By: Marian I- Ianda, City Clerk N tL)
Subject: DISCUSSION REGARDING REVISIONS TO THE COUNCILMEMBERS
HANDBOOK
SUMMARY AND RECOMMENDATION
The City Clerk's Office has updated and made minor revisions to the Councilmembers
Handbook, last issued in 2002. Committee tnembers are requested to review and recommend
approval of the updated Handbook to the City Council.
BACKGROUND
The original City of San Leandro Councilmembers Handbook was adopted by the Council in
1998, and last revised in 2002. The purpose for creating the handbook was two -fold: 1) to
acquaint newly- elected Councilmembers with Council procedures, and 2) to document certain
Council - specific guidelines and policies not otherwise included in the City Charter, Municipal
• Code or Administrative Code. The intent of the City Council Policy Committee (which later
became the Rules and Communications Committee) in creating the Councilmembers Handbook
was to commit to writing the basic standards of Council operations, and to make this information
readily available to all, not just through "word of mouth" or institutional memory. The
Committee also intended that the Handbook become a living document —one that always reflects
the current Council's standards.
The draft revised Councilmembers Handbook incorporates the amendments adopted by the City
Council since 2002, as well as changes to procedures and practices that have occurred since the
last revision.
The following is a summary of the significant changes to the Handbook, by section:
Section I —City Council
• Terms of Office revised to conform with 2004 Charter amendment
• Powers of the Council, Reimbursement for Expenses, Non Interference with Administrative
Service subsections moved from Section II
