Generally, the City will not fund travel nor reimburse for travel or lodging expenses <br /> for visitors coming to San Leandro without prior approval by the City Council, and <br /> only for those instances to reciprocate for prior hosted accommodations by the Sister <br /> City. There is no expectation that the City will fund travel or lodging expenses for <br /> visitors from Friendship Cities. <br /> E. The City may terminate a Sister City or Friendship City affiliation if, after <br /> considering such factors as community involvement, length of no contact or visits, <br /> funding, etc., it determines that continuation of the affiliation is not in the best interest <br /> of the City. <br /> VI. City Official Visits to Sister Cities and Friendship Cities <br /> When a City Councilmember initiates a request to visit a Sister City or Friendship City, <br /> such request will be made in writing to the City Council, including the proposed itinerary, <br /> how the travel and expenses will be funded, and other assistance the City will be asked to <br /> provide (i.e. gifts to be presented by the Councilmember). The Human Relations <br /> Committee will make a recommendation to the City Council, including a recommended <br /> budget for the visit. The Mayor will send appropriate correspondence to the Mayor of the <br /> Sister City or Friendship City. <br /> When an invitation is received from a Sister City or Friendship City for San Leandro <br /> officials to visit that city, the City Council shall review the invitation or request, <br /> including what expenses, if any, have been offered by the Sister City. The City Council <br /> will then consider recommendations from the City Council Human Relations Committee <br /> regarding who will represent the City and how the travel and expenses shall be funded. <br /> VI. Gifts <br /> Gifts or memorabilia presented to a representative of the City of San Leandro which are <br /> intended for the City shall become the property of the City. All gifts received by <br /> individual City Councilmembers are subject to applicable Fair Political Practices <br /> Commission and Government Code reporting requirements. <br /> (Adopted July 2, 2007; Resolution No. 2007 -093) Page 3 <br />
