Tovon Park Restroom Replacement <br /> Sole Source Contract Agreement 2 December 6. 2010 <br /> A n a lvs is <br /> In June 2009, staff sent requests for proposals to six companies that manufacture pre - fabricated <br /> public restroom buildings. Of those six, only three companies sent in a response, and they <br /> include: CXT, Public Restroom Company, and Murdock Super - Secur. Staff reviewed the three <br /> proposals and narrowed down the selection to two companies (CXT and Public Restroom <br /> Company) based on the required criteria. Representatives from both companies gave <br /> presentations to City staff on their proposed designs. <br /> Staff preferred PRC based on the following: 1) its flexibility with the floor plan; 2) positive <br /> recommendations from clients; 3) competitive price of its products; and 4) staff review of similar <br /> installations by the company. The PRC product chosen incorporates the architectural design <br /> features resembling other City- constructed restrooms. In addition the product incorporates <br /> Leadership in Energy and Environmental Design (LEED) and has a 5 -year extended warranty. <br /> In accordance with Public Contract Code section 3400, a sole source contract is allowed for a <br /> field test to determine the suitability of a product for future use. The City has not installed a pre- <br /> fabricated park restroom structure to date. Depending on the results of this project similar pre- <br /> fabricated restroom structures may be considered for installation at other City properties. <br /> If the request for sole source negotiation is approved, staff will present the agreement with PRC <br /> to the Council for approval at a later date once negotiation is complete. Demolition of the <br /> existing Toyon Park restroom, preparation for placement of the new building pad, and other <br /> miscellaneous site work will be bid separately using the standard bidding process for public <br /> works projects. Once the site has been prepared, the pre- fabricated restroom will be delivered <br /> and installed. <br /> Current Citv Council Policv <br /> To upgrade City parks and park play equipment to comply with ADA requirements. <br /> Applicable General Plan Policv <br /> Conforms to General Plan Goal 21.01, which encourages both renovation and ADA upgrades of <br /> City parks. <br /> Permits and /or Variances Granted <br /> A building permit will be obtained by the vendor from the Division of State Architect (DSA). <br /> Citv Council Committee Review and Action <br /> The City Council Facilities and Transportation Committee was informed of the project at its June <br /> 8, 2010 meeting. <br />
