Hollister, City Manager <br /> FROM: Marian Handa, City Clerk <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> RESOLUTION DECLARING RESULTS OF THE GENERAL MUNICIPAL ELECTION <br /> HELD ON TUESDAY, NOVEMBER 2, 2010 <br /> SUMMARY AND RECOMMENDATION <br /> A resolution declaring the results of the November 2, 2010, General Municipal Election for the <br /> City of San Leandro is presented to the City Council for approval. Attached to the resolution are <br /> Certificates of Election prepared by the Alameda County Registrar of Voters (ROV). These <br /> Certificates are statements of the results of all the votes cast in the City of San Leandro in the <br /> November 2 " election for each local candidate and ballot measure, as determined by the Official <br /> Canvass performed by the ROV. <br /> The City Council is requested to adopt the attached resolution declaring the results of the <br /> election. By the Council's declaration of the election results, the ordinance establishing the One - <br /> Quarter of One Percent (.25 %) Transactions and Use (Sales) Tax, approved by the voters on <br /> November 2, 2010, will be adopted. <br /> BACKGROUND <br /> On April 19, 2010, the City Council adopted Ordinance No. 2010 -005, providing for the conduct <br /> of the November 2, 2010 General Municipal Election using Ranked Choice Voting (RCV). On <br /> June 21, 2010, the Council adopted Resolution No. 2010 -073, which provided for the holding of <br /> the November 2, 2010 election. On July 19, 2010, the City Council adopted Resolution No. <br /> 2010 -104, added Measure Z, the San Leandro Temporary Emergency Funding measure, to the <br /> November 2 " ballot. <br /> The election resolutions also included a request that the Alameda County Board of Supervisors <br /> permit the consolidation of the City's General Municipal Election with the Statewide General <br /> Election, and that the ROV provide necessary services related to the conduct of the election. <br /> RCV was used in San Leandro for the first time. The District 1, 3 and 5 Council races were <br /> decided without the need to use the RCV algorithm to count the second and third choice votes; <br /> however, the six - candidate Mayor's race was decided after eliminating all but the final two <br /> candidates. <br />
