CITY OF SAN LEANDRO <br /> APPROVED AND <br /> STAFF REPORT FORWARDED <br /> TO CITY COUNCIL <br /> DATE: December 20, 2010 Stephen Hollister <br /> City Manager <br /> TO: Stephen Hollister, City Manager <br /> FROM: Lianne Marshall, Assistant City Manager `-- <br /> BY: Marian Handa, City Clerk <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> MATTER OF APPROVAL OF THE CITY OF SAN LEANDRO'S 2011 LOCAL <br /> APPOINTMENTS LIST OF THE UPCOMING VACANCIES ON THE CITY'S BOARDS <br /> AND COMMISSIONS, AS REQUIRED BY CALIFORNIA GOVERNMENT CODE <br /> SECTION 54970 ET SEQ., KNOWN AS THE MADDY ACT <br /> SUMMARY AND RECOMMENDATION <br /> The California Government Code requires the posting of a Local Appointments List, to inform <br /> residents of the upcoming vacancies on the City's boards and commissions. Staff recommends <br /> that the City Council review and approve the posting of the 2011 Local Appointments List. <br /> BACKGROUND <br /> California Government Code Section 54970 et seq., known as the Maddy Act, is intended to <br /> raise the awareness of members of the community about volunteer opportunities on local boards, <br /> commissions, and committees. It requires the City Council, by December 31 of each year, to <br /> prepare and post a list of "...all regular and ongoing boards, commissions, and committees which <br /> are appointed by the legislative body of the local agency...with the name of the incumbent <br /> appointee, the date of appointment, the date the term expires, and the necessary qualifications for <br /> the position." <br /> Analysis <br /> The terms of most board and commission members terminate upon the expiration of the regular <br /> term of the Mayor or the Councilmember representing the Councilmember district from which <br /> the member was appointed. Thus, the terms of the at large members and members representing <br /> Districts 1, 3, and 5 will be expiring on December 31, 2010. Members with expired terms <br /> continue to serve until a successor has been appointed. <br /> Summary of Public Outreach Efforts <br /> Upon Council approval, the list will be posted by December 31, 2010, and remain posted for one <br /> year on the bulletin boards outside the Council Chamber and at the Main Library. <br />
