BY: Kenneth Joseph, City Engineer Engineering and Transportation SUBJECT PROJECT /PROJECT DESCRIPTION: RESOLUTION APPROVING A CONSULTING SERVICES AGREEMENT WITH PARIKI-I CONSULTANTS, INC. RELATED TO THE ESTUDILLO CALLAN 2008 PARKING GARAGE PROJECT, PROJECT NO. 08- 962 -86 -067. SUMMARY AND RECOMMENDATION Staff recommends approval of a consulting services agreement with Parikh Consultants in the amount of 557.868 to provide geotechnical engineering support through the construction phase of the subject project. BACKGROUND The existing 2 -level parking garage was constructed in 1973. Since then, concerns with the existing structure developed, including: 1) the insufficient number of parking spaces; 2) traffic circulation within the structure and entry /exit onto both Estudillo Avenue and Callan Avenue; 3) Americans with Disabilities Act (ADA) accessibility; 4) security; and 5) the structure's ability to withstand a significant seismic event. In 2008, Walker Parking Consultants was retained to design a replacement parking structure to address all of the deficiencies noted. The design included: 1) a 4 or 5 -story parking structure; 2) exterior colors and materials to complement the architecture of the Main Library; and 3) a 2,000 - square foot office space for the Chamber of Commerce fronting Estudillo Avenue. The building is Leadership in Energy and Environmental Design (LEED) registered and a Silver certification level appears achievable. In addition to the structure, the Plaza Del Oro will be upgraded to match the improvements recently completed on the west side of East 14 Street. The City Council approved the project plans and awarded construction of a 4 -story parking structure to Webcor Construction. The new structure will provide 395 parking spaces and will be an open structure to promote security and provide an inviting image to users.
