An Interim Urgency Ordinance of the City of San <br /> Leandro Making Findings and Extending a Temporary Moratorium on the <br /> Establishment and Operation of Medical Marijuana Dispensaries, Marijuana <br /> Cultivation Facilities. or Other Land Uses that Relate to the Dispensing or <br /> Cultivation Facilities Pending the Review and Possible Amendment of Zoning <br /> Regulations Applicable to Medical Marijuana Dispensaries, Marijuana Cultivation <br /> Facilities, or Other Land Uses that Relate to Dispensing or Cultivating Medical <br /> Marijuana (extends the interim urgency ordinance to allow staff and the City <br /> Council time to insure the full array of issues and concerns regarding such uses <br /> are vetted amongst residents, relevant City boards and commissions, and the City <br /> Council). <br /> — Passed to print and adopted with amendment to extend the moratorium <br /> for 10 months and 15 days <br /> M /S /C Prola and Gregory. Matter of Adoption of State - Mandated Califomia Building Standards Codes and <br /> Related Amendments. <br /> This being the time and place for the Public Hearing on the above matter, City Manager <br /> Hollister introduced Chief Building Official William Schock to provide background on <br /> the matter. Mr. Schock reported that the state enacts a new set of building codes every 3 <br /> years. The ordinances would adopt or amend the various state building codes and <br /> provide carryover of the administrative provisions and amendments for structural <br /> provisions due to the City's proximity to the Hayward Fault. <br /> Councilmember Gregory asked if the new smoke alarms, such as those reviewed by the <br /> City of Albany, would ultimately be incorporated into the Fire Code. Mr. Hollister <br /> introduced Fire Marshal Bonnie Terra, Ms. Terra reported that the Fire Department is <br /> not making any recommendations at this time due to lack of solid data, and that the City <br /> of Albany did adopt a new ordinance relating to smoke detectors. She stressed the <br /> importance of having working smoke detectors. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, and without objection, the Public Hearing <br /> was closed. <br /> • Ordinance No. 2010 -013, an Ordinance Repealing Article 1 and Adding Article 1 <br /> to Chapter 5 of Title VII of the San Leandro Municipal Code, Amending the <br /> State - Mandated California Building Standards Code, and Adopting by Reference <br /> the International Building Code, as Amended, Relating to Building Code (adopts <br /> relevant codes by reference with minor structural amendments relating to updating <br /> seismic design criteria based on City's proximity to earthquake faults and <br /> corrections to the model code structural design standards). <br />
