CITY COUNCIL REPORTS AND ANNOUNCEMENTS <br />City Councilmembers report on their activities, including attendance at Intergovernmental <br />Agency meetings, conferences and seminars, and local events, and make brief announcements <br />on issues of concern. <br />Councilmember Souza thanked the members of the audience for their attendance, and wished <br />everyone a Happy New Year. <br />Councilmember Starosciak complimented staff on the park pathways project, noting that the <br />upgrades have made a real difference at Marina Park. She reported on the Alameda County <br />Transportation Commission retreat, noting that three of San Leandro's projects were <br />highlighted: the Bill Lockyer Bay Trail Slough Bridge, the I -580 sound wall, and the I -880 <br />widening. Councilmember Starosciak reported that she was elected Second Vice President of <br />the League of California Cities East Bay Division. <br />Councilmember Cutter thanked staff for providing her with an orientation of the City. <br />Councilmember Cutter requested that the Council consider changing the terms of the boards <br />and commissions from four years to two years. She commented that it would give more <br />people a chance to participate in City government, and that people may be more willing to <br />make a commitment for two years than for four. There was consensus of the Council to refer <br />the matter to the City Council Rules and Communications Committee for consideration. <br />Councilmember Prola reported on the positive reports on sales tax and property tax revenues <br />provided to the Finance Committee. He attended the Davis Street food giveaway, at which <br />the Alameda County Fire Department provided volunteer help; New Years Eve at the Vine <br />Wine & Tapas Bar; and the Alameda County Supervisors' swearing -in of Nadia Lockyer and <br />Wilma Chan. He stated that he would like the Council to begin the search for a new City <br />Manager, noting that the process will take some time. Councilmember Prola requested that <br />the Rules Committee consider establishing a City Council Sustainability Committee, to <br />consider sustainability and/or environmental issues. There was consensus of the Council to <br />refer the matter to the Rules Committee for consideration. <br />Vice Mayor Reed welcomed Councilmember Cutter and Mayor Cassidy to their first Council <br />meeting. She reported that she was recently honored as the recipient of the Alameda County <br />Housing Authority's "Volunteer of the Year" award. <br />Mayor Cassidy thanked staff for their thorough orientation over a number of days. He <br />reported that he attended the Board of Supervisors' swearing -in, and he expressed interest to <br />Supervisor Chan about promoting communication at both the City and County levels. He <br />noted that Mayor Emeritus Shelia Young will be a strong ally of San Leandro in Supervisor <br />Chan's office. He also mentioned San Leandro's great interest in San Leandro Hospital to <br />Supervisor Lockyer. Mayor Cassidy suggested that the Council consider its <br />intergovernmental agency appointments at its February 7 th meeting, utilizing a similar process <br />as was used to select members for the City Council internal committees. He also suggested <br />modifying the Council agenda, adding an item called "Calendar" prior to the City Council <br />Reports and Announcements. This would be the time for members to report on upcoming <br />
